Appellant filed in the Circuit Court of Lincoln County a pro se petition for writ of habeas corpus. At the time he filed the petition, Appellant was incarcerated at a unit of the Arkansas Department of Correction located in Lincoln County. Appellant was subsequently relocated to a work program located in Miller County. The Lincoln County Circuit Court dismissed Appellant’s habeas-corpus petition without prejudice. The Supreme Court dismissed Appellant’s appeal, holding that because Appellant was no longer incarcerated in Lincoln County, the Circuit Court of Lincoln County did not have jurisdiction to grant the relief sought.
