§ 173. Proclamation and recommendations of Governor concerning Teachers' Day

The Governor of the Virgin Islands, on occasion of Teachers' Day and at least fifteen days in advance, shall promulgate through a proclamation that shall be announced in the press and by radio, the date on which shall be rendered a tribute of admiration for the work of school teachers, and he shall recommend such public or private acts and demonstrations as may be carried out in celebration of Teachers' Day in the Virgin Islands.
