Este Plan y los impactos del mismo, constituyen información de interés público. Por consiguiente, se autoriza al Consejo de Modernización de la Rama Ejecutiva, a educar e informar a la ciudadanía sobre este Plan y su impacto. Es vital e indispensable que la ciudadanía esté informada sobre los cambios en los deberes y funciones de las agencias concernidas, los nuevos procedimientos a seguir y los derechos y obligaciones de los ciudadanos.
