ORDER OF REINSTATEMENT
TO THE OKLAHOMA BAR ASSOCIATION AND ROLL OF ATTORNEYS

¶1 Claudia Holliman (Petitioner) has petitioned for reinstatement to membership in the Oklahoma Bar Association (OBA) and to the Roll of Attorneys pursuant to Rule 11 of the Rules Governing Disciplinary Proceedings, 5 O.S.2001, ch. 1, app. 1-A (RGDP). The OBA, after an investigation, and the Professional Responsibility Tribunal (PRT), after holding a hearing, recommend reinstatement. The OBA has not received any objections to Petitioner's reinstatement.

¶2 Petitioner was admitted to the practice of law in Oklahoma on October 13, 1978, but has never practiced. Rather, she has worked as an administrator for Planned Parenthood of Oklahoma and as a stockbroker for Smith Barney or one of its predecessor firms. Petitioner holds several licenses associated with her employment at Smith Barney.

¶3 On June 3, 1996, Petitioner's voluntary resignation from the OBA became effective. At the time of her resignation, Petitioner had neither paid her 1996 dues nor filed a 1995 mandatory continuing legal education (MCLE) compliance report. She has since paid her 1996 dues together with the late fee. She has also filed her 1995 MCLE report and paid the late fee.

¶4 The record shows that Petitioner is of good moral character. See RGDP at R. 11.5(a). All of the witnesses spoke of her as having the highest ethics. See RGDP at R. 11.4. She has not engaged in the unauthorized practice of law, and she has not been the subject of disciplinary proceedings for legal or professional misconduct. See RGDP at R. 11.5(b).

¶5 In December of 2005, Petitioner completed twenty-six hours of MCLE, including seven hours in ethics and twelve hours in recent developments in the law. In addition to the MCLE, Petitioner has completed numerous educational courses each year in estate planning, tax, and other law-related courses as part of her employment. Petitioner has shown that she has the competency and learning to qualify for readmission and should not be required to retake the Oklahoma Bar Examination as a condition to reinstatement. See RGDP at R. 11.5(c).

¶6 Petitioner has satisfied the procedural requirements for reinstatement. See RGDP at R. 11.1. The Client Security Fund has not expended any money on behalf of Petitioner. See RGDP at R. 11.1(b). Petitioner has met her burden to show by clear and convincing evidence the prerequisites to reinstatement found in Rule 11.5 of the RGDP.

¶7 It is ordered that petitioner, Claudia Holliman, be reinstated to membership in the Oklahoma Bar Association and that her name be reinstated to the Roll of Attorneys licensed to practice law in the State of Oklahoma. It is also ordered that Petitioner shall pay the costs of this proceeding in the amount of $503.98 within twenty days from the date this Order is filed with the Clerk of this Court. Reinstatement is conditioned upon payment of the costs.
