Annotate this Case
US Court of Appeals for the Fourth Circuit - 64 F.3d 658 (4th Cir. 1995) Submitted: July 27, 1995. Decided: August 22, 1995

Herman Wesley Owen, Appellant Pro Se. Alexander Leonard Taylor, Jr., Office of the Attorney General of Virginia, Richmond, Virginia, for Appellees.

Before ERVIN, Chief Judge, MOTZ, Circuit Judge, and PHILLIPS, Senior Circuit Judge.

PER CURIAM:

Appellant appeals from the district court's order denying relief on his 42 U.S.C. § 1983 (1988) complaint. We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Owen v. Payne, No. CA-94-639 (W.D. Va. May 15, 1995). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.*

AFFIRMED.

In light of this disposition, Appellant's motion for appointment of counsel is hereby denied
