There is a newer version of the Revised Code of Washington
2005 Washington Revised Code RCW 79.14.520: Lease without option contract.
In the case of lands known to contain workable coal, the department may, in its discretion, issue coal mining leases under the provisions of RCW 79.14.510 although no option contract has been theretofore issued for such lands.
