46.2-687. Failure to pay certain fees; penalty.

Any person who operates or permits the operation over any highway in theCommonwealth of any motor vehicle, trailer, or semitrailer for thetransportation of passengers without first having paid to the Commissionerthe fee prescribed by 46.2-694 shall be guilty of a Class 2 misdemeanor.
