46.2-2828. Conflicts with local ordinances.

In the event of a conflict between an action of the Board and any ordinanceadopted by the governing body of any county, city, or town, specificallyauthorized by law for the purpose of regulating towing within such county,city, or town, the provisions of such local ordinance shall be controlling,provided such provisions are no less stringent than requirements imposed byaction of the Board.

The Virginia Department of Treasury shall authorize loans to the Board ofTowing and Recovery Operators for all necessary costs for the implementationof this act for at least two full years and until the Board becomesself-funding.
