46.2-2150. Required certificates of public convenience and necessity.
No household goods carrier, unless otherwise exempted, shall engage inintrastate operations on any highway within the Commonwealth without firsthaving obtained from the Department a certificate of public convenience andnecessity authorizing such operation.
