30-208. (Expires July 1, 2008) Consumer Advisory Board; purpose;membership; compensation and expenses; staffing.

A. There shall be established a Consumer Advisory Board to assist theCommission on Electric Utility Restructuring in its work as prescribed in 30-205 and on other issues as may be directed by the Commission. The Boardshall consist of eight members as follows: three nonlegislative citizenmembers appointed by the Senate Committee on Rules; four nonlegislativecitizen members appointed by the Speaker of the House of Delegates and onemember of the Commission designated by the chairman to serve as a nonvotingliaison member. Appointed members shall be from all classes of consumers andwith geographical representation of the regions of the Commonwealth and shallbe citizens of the Commonwealth. The chairman of the Commission shall selectthe chairman of the Board.

B. The Board shall be limited to meeting on the call of the chairman of theCommission.

C. The legislative member of the Board shall receive compensation as providedin 30-19.12, and nonlegislative citizen members shall receive suchcompensation for the performance of their duties as provided in 2.2-2813.All members shall be reimbursed for all reasonable and necessary expensesincurred in the performance of their duties as provided in 2.2-2813 and2.2-2825. However, all such compensation shall be paid from existingappropriations to the Commission or, if unfunded, shall be approved by theJoint Rules Committee. Unless otherwise approved in writing by the chairmanof the Commission, nonlegislative citizen members shall only be reimbursedfor travel originating and ending within the Commonwealth of Virginia for thepurpose of attending meetings.

D. Administrative staff support shall be provided by the Office of the Clerkof the Senate or the Office of Clerk of the House of Delegates as may beappropriate for the house in which the chairman of the Commission serves. TheDivision of Legislative Services shall provide legal, research, policyanalysis, and other services as requested by the Board. All agencies of theCommonwealth shall provide assistance to the Board, upon request.
