30-2. Meeting at place appointed by Governor.

If the General Assembly cannot safely meet at the place prescribed by law, orto which it has adjourned, because of a public enemy, or any dangerouscontagious disease, or for any other cause, it may meet at such other placeas the Governor shall appoint, of which he shall give notice by proclamation.
