30-19.1:3. Limiting time for introduction and consideration of retail salesand use tax exemption bills.

A. Any bill establishing or expanding an exemption or exclusion from theretail sales and use tax pursuant to Chapter 6 ( 58.1-600 et seq.) of Title58.1 shall be introduced for consideration by the General Assembly no laterthan the first calendar day of any regular session of the General Assembly.

B. The provisions of this section shall not apply with respect to any billdelaying the effective date of any retail sales and use tax exemption.
