30-115. Subpoenas.

The Panel may issue subpoenas to compel the attendance of witnesses or theproduction of documents, books or other records. The Panel may apply to theCircuit Court of the City of Richmond to compel obedience to the subpoenas ofthe Panel. Notwithstanding any other provisions of law, every state and localgovernmental agency, and units and subdivisions thereof shall make availableto the Panel any documents, records, data, statements or other information,except tax returns or information relating thereto, which the Paneldesignates as being necessary for the exercise of its powers and duties.
