22.1-217.1. Programs for the research and development of innovative methodsof teaching mentally retarded, mentally ill or emotionally disturbed children.

For the purpose of improving the quality of the education and trainingprovided to the school-age residents of the state mental health and mentalretardation facilities, there is hereby established a program of grants, fromsuch funds as are appropriated by the General Assembly, to promote theresearch and development of innovative methods of teaching mentally retarded,mentally ill or emotionally disturbed children in residential settings. Thisprogram shall be available to the education directors and instructionalstaffs of the institutions administered by the Department of Mental Health,Mental Retardation and Substance Abuse Services. The Board of Education shallaward these grants on the basis of the recommendations of an advisorycommittee composed of the Director of the Virginia Treatment Center forChildren, two representatives of the Department of Education and tworepresentatives of the Department of Mental Health, Mental Retardation andSubstance Abuse Services. The advisory committee shall establish objectivesfor these grants, develop requests for proposals and set criteria forevaluating the applications for funds.
