22.1-212.20. (Expires July 1, 2008) Powers and duties; report.

The Commission on Civics Education shall have the following powers and duties:

1. Develop and coordinate outreach programs in collaboration with schools toeducate students on the importance of understanding that (i) representativedemocracy is a process dependent on reasoned debate, good faith negotiation,and compromise; (ii) individual involvement is a critical factor in communitysuccess; and (iii) consideration of and respect for others must be shown whendeliberating, negotiating, and advocating positions on public concerns.

2. Identify civic education projects in the Commonwealth and providetechnical assistance as may be needed to such programs.

3. Build a network of civic education professionals to share information andstrengthen partnerships.

4. Develop, in consultation with entities having representatives on theCommission and others as determined by the Commission, a clearinghouse thatshall be available on the Department's website. The electronic clearinghouseshall include, among other things, (i) a database of civic educationresources, lesson plans, and other programs of best practices in civiceducation; (ii) a bulletin board to promote discussion on and exchange ofideas relative to civic education; (iii) an events calendar; and (iv) linksto civic education research.

5. Make recommendations to the Board of Education regarding revisions to theStandards of Learning for civics and government.

6. Submit to the Governor and the General Assembly an annual report forpublication as a report document as provided in the procedures of theDivision of Legislative Automated Systems for the processing of legislativedocuments and reports. The chairman shall submit to the Governor and theGeneral Assembly an annual executive summary of the interim activity and workof the Commission no later than the first day of each regular session of theGeneral Assembly. The executive summary shall be submitted for publication asa report document as provided in the procedures of the Division ofLegislative Automated Systems for the processing of legislative documents andreports and shall be posted on the General Assembly's website.
