22.1-208.2. Virginia Reading Recovery Program established.

A. The development of reading skills among those students identified as atrisk of reading failure shall be emphasized through instruction in theelementary schools of every school division. To reduce illiteracy, developstrategies that promote reading and independent learning skills, and betterequip teachers to provide reading instruction, there is hereby establishedthe Virginia Reading Recovery Program.

B. The Program shall consist initially of (i) Reading Recovery training sitesdesigned to prepare teachers to assist pupils in the development of readingskills; (ii) financial assistance in the form of competitive grants to localschool divisions to support teacher training that may include programs toprovide training for teachers to work with students, to train other teachers,and to operate a Reading Recovery training site for teachers; and (iii)program planning and development support in cooperation with local schooldivisions.

C. The Virginia Department of Education will distribute and monitor the fundsnecessary to implement the Program from available appropriations for suchpurposes according to guidelines established by the Department.
