15.2-6320. Powers conferred additional and supplemental; severability;liberal construction.

The powers conferred by this chapter shall be in addition and supplemental tothe powers conferred by any other law. The powers granted and the dutiesimposed in this chapter shall be construed to be independent and severable.If any one or more sections, subsections, sentences or parts of any of thischapter shall be adjudged unconstitutional or invalid, such adjudicationshall not affect, impair or invalidate the remaining provisions thereof, butshall be confined in its operation to the specific provisions heldunconstitutional or invalid. This chapter shall be liberally construed toeffect the purposes hereof.
