15.2-3904. Parties.
In any proceedings instituted under the provisions of this chapter, any voteror property owner or person having an interest in the county may by petitionbecome a party to the proceedings. Any locality having a common boundary orother person affected by the proceedings may appear and shall be made a partyto the case.
