3.1-684.10. Action of Governor if referendum out of order or if less thansixty percent of voters favor assessment.
If the Governor finds the referendum out of order, or that at least sixtypercent of those voting are not in favor of the assessment for the purpose ofconducting programs of research, education, publicity and the promotion ofthe sale and use of soybeans, he shall not establish within the VirginiaDepartment of Agriculture and Consumer Services a Soybean Board under thischapter.
