3.1-68. Application forwarded to Governor with recommendation ofCommissioner.
When the Commissioner shall have satisfied himself as to the need for suchwholesale produce market and as to the financial soundness of such market andall other matters which he may deem material to the financial success of suchmarket, he shall forward the application to the Governor and shall at thesame time give his opinion as to whether such loan should be granted.
