3.1-451. Penalties for failure to comply with subpoenas, etc.; compellingobedience.

Any person failing or refusing to comply with any subpoena issued by theCommission or pursuant to its authority, shall be deemed guilty of amisdemeanor, and upon conviction, may be punished by a fine not exceeding$100 or by imprisonment not exceeding ninety days, or both, and each dayduring which such violation shall continue shall be deemed a separateoffense. In the event any person shall fail to comply with any rule,regulation or order of the Commission, or obey any subpoena issued thereby,or in the event of the refusal of any witness to testify to any matterconcerning which he lawfully may be interrogated by the Commission or itsrepresentative, it shall be the duty of the Hustings Court of the City ofRichmond, or judge thereof, upon application of the Commission, to compelobedience by attachment proceedings for contempt as in the case ofdisobedience of the requirements of a subpoena issued from such court,refusal to testify therein, or disobedience of an order or decree of suchcourt. The proceedings herein authorized in the Hustings Court to compelobedience shall be in addition to the provisions of this section definingwhat shall constitute a misdemeanor and providing and prescribing thepunishment therefor.
