3.1-393. Notice or warning as to minor violation.

Nothing in this article shall be construed as requiring the Commissioner toreport for the institution of proceedings under this article, minorviolations of this article, whenever he believes that the public interestwill be adequately served in the circumstances by a suitable written noticeor warning.
