3.1-286. Necessity for chapter.
This chapter and regulations adopted hereunder are declared to be necessaryin order to improve agricultural production in Virginia, to enable potatogrowers to secure higher quality Irish potatoes and parts thereof for thepurpose of propagation, to prevent the spread of diseases affectingagriculture and to promote the general welfare of the public.
