3.1-18.6. Certain agencies to prepare plans for implementation of policy;Secretary of Agriculture and Forestry responsibilities.

Each of the following agencies shall prepare a plan for the implementation ofthe policies set forth in this chapter:

1. Department of Transportation;

2. Department of Health;

3. Department of Conservation and Recreation;

4. State Corporation Commission;

5. Department of Environmental Quality.

The plan shall contain an analysis of the impact which the agency'sregulations and projects have on the conversion of farm and forest lands. Theplan shall be updated and submitted to the Secretary of Agriculture andForestry and the Secretary of Natural Resources annually. The Secretary ofAgriculture and Forestry shall review the plan in consultation with theCommissioner of Agriculture and Consumer Services and the State Forester, andmay recommend improvements to the plan. The Secretary of Agriculture andForestry shall submit a written report by December 1 of each year to thechairmen of the House Committee on Agriculture, Chesapeake and NaturalResources and the Senate Committee on Agriculture, Conservation and NaturalResources on the impacts of state agency actions on the conversion of farmand forest lands.
