2.2-2651. Council on Technology Services; purpose; membership; chairman.

A. The Council on Technology Services (the COTS) is established as anadvisory council, within the meaning of 2.2-2100, in the executive branchof state government. The purpose of the Council shall be to advise the ChiefInformation Officer on the services provided by the Virginia InformationTechnologies Agency and the development and use of applications in stateagencies and public institutions of higher education.

B. The COTS shall consist of 19 members that include 16 members to beappointed by the Chief Information Officer and three ex officio members asfollows: one designated information technology resource of an executivebranch agency from each of the Secretariats of Administration, Commerce andTrade, Education, Finance, Health and Human Resources, Natural Resources,Public Safety, and Transportation; four designated information technologyresources from public institutions of higher education; one representativefrom an independent agency of state government; three representatives frompublic bodies other than the Commonwealth selected from a list of namessubmitted by the Virginia Local Government Information Technology Executives;and the Secretary of Technology, the Director of Information Systems of theSupreme Court of Virginia, and the Director of the Division of LegislativeAutomated Systems who shall serve as ex officio, voting members.

Ex officio members shall serve terms coincident with their terms of office.Other members shall be appointed for a term of two years and shall beeligible for reappointment.

C. The Chief Information Officer shall be the chairman of the COTS. The COTSshall meet quarterly and at such other times as may be called by the chairman.
