For purposes of this part:
(1) Eligible homeless individualThe term "eligible homeless individual" means an individual described in section 290cc–22(a) of this title.
(2) Homeless individualThe term "homeless individual" has the meaning given such term in section 254b(h)(5) of this title.
(3) StateThe term "State" means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
(4) Substance abuseThe term "substance abuse" means the abuse of alcohol or other drugs.
