3-60-13. Definition; community development plan.

As used in the Community Development Law [ 3-60-1 to 3-60-37 NMSA 1978] "community development plan" means a plan, as it exists from time to time, for one or more community development areas and community development projects, which:   

A.     identifies the community development area or areas to which it shall apply including an identification of each residential dwelling in such area which fails to meet minimum property standards established by the plan if any, by location and type of rehabilitation activity deemed necessary, i.e. voluntary, compulsory, loan or grant assistance;   

B.     indicates the activities to be carried out in the community development area or areas including, but not limited to, land acquisition, demolition and removal of structures, clearance and redevelopment activities, conservation and rehabilitation activities, public improvements, zoning and planning changes or requirements, allowed land uses, maximum densities, building requirements, minimum residential and commercial property standards for rehabilitation or repair of buildings within the community development area; and   

C.     indicates the plan's relationship to local objectives and the way in which the plan will reach such objectives with respect to land use, improved traffic, public transportation, public utilities, provision of recreational facilities and community facilities, services, or other improvements and the elimination or prevention of slum or blight.
