GENERAL PROVISIONS

NRS 345.010 Distributionwithout charge of Statutes of Nevada. Uponpublication of the Statutes of Nevada, the Director of the Legislative CounselBureau shall distribute them without charge as follows:

1. To each of the judges of the District Court of theUnited States for the District of Nevada, one copy.

2. To the Supreme Court Law Library, two copies.

3. To each justice of the Supreme Court, Clerk of theSupreme Court, district judge, county clerk, district attorney, justice of thepeace and municipal judge in this State, one copy.

4. To each public library in this State, one copy.

5. To each library in the Nevada System of HigherEducation, one copy.

6. To the Nevada Historical Society, one copy.

7. Upon request, to any state, county or municipalofficer.

NRS 345.020 Distributionwithout charge of Nevada Reports. Upon receiptof copies of each volume of Nevada Reports from the State Printer, the Directorof the Legislative Counsel Bureau shall distribute them without charge asfollows:

1. To each of the judges of the District Court of theUnited States for the District of Nevada, one copy.

2. The Supreme Court Law Library, two copies.

3. To each justice of the Supreme Court, Clerk of theSupreme Court, district judge, district attorney, county clerk, justice of thepeace and municipal judge in this State, one copy.

4. To each public library in this State, one copy.

5. To each library in the Nevada System of HigherEducation, one copy.

6. To the Nevada Historical Society, one copy.

7. Upon request, to any state, county or municipalofficer.

NRS 345.023 Distributionof Statutes of Nevada and Nevada Reports to Supreme Court Law Library. The Legislative Counsel Bureau shall distribute, free ofcharge, such additional copies of the Statutes of Nevada and of Nevada Reportsto the Supreme Court Law Library as in the opinion of the Director thereof maysecure an interchange of appropriate works for the library.

NRS 345.025 NevadaReports and Statutes of Nevada: Reproduction of volumes out of print or oflimited supply. Repealed. (See chapter 318, Statutes of Nevada 2005,at page 1094.)

 

NRS 345.040 Booksdistributed to public officers to be stamped; duties of public officers and Secretaryof State.

1. The Legislative Counsel Bureau shall stamp or markall books to be distributed, as provided by law, to Supreme Court justices,district judges, state, county and municipal officers, justices of the peaceand municipal judges as follows: State property, to be turned over to yoursuccessor in office.

2. Each person who receives a book so distributedshall retain the book for the use of his office and deliver all books soreceived to his successor in office, who shall give his receipt therefor.

3. The Legislative Counsel Bureau shall keep properrecords showing to whom the books were issued and the location of the books sodistributed, and shall file the records in its office. Except as otherwiseprovided in NRS 3.160, the LegislativeCounsel Bureau shall not supply a missing or second volume other than at theprice established pursuant to NRS 345.050.

NRS 345.050 Saleof state publications.

1. The Director of the Legislative Counsel Bureau maysell the following publications:

(a) Nevada Reports.

(b) Statutes of Nevada.

(c) Compilation of laws:

(1) Compiled Laws of Nevada (18611873), byBonnifield and Healy (two volumes).

(2) General Statutes Nevada 1885 (18611885), byBaily & Hammond.

(3) Compiled Laws of Nevada 18611900, byCutting.

(4) Revised Laws of Nevada 1912, Volumes I andII (two volumes).

(5) Revised Laws of Nevada 1919, Volume III.

(6) Nevada Revised Statutes with annotations,including replacement and supplementary pages.

(d) Miscellaneous publications:

(1) Nevada Constitutional Debates &Proceedings 1864.

(2) Nevada and Sawyers Digest 1878.

(3) Nevada Digest Annotated (1912), by Patrick.

(4) Journals of the Assembly or Senate.

(5) Appendices to journals of Senate andAssembly.

2. The Director shall:

(a) Set the prices for the publications sold pursuantto subsection 1.

(b) Charge and collect a fee to cover the costs ofpostage and handling related to the sale of copies of Nevada Reports.

3. No volume may be sold or delivered until thepurchase price for the volume and the fee for postage and handling have beenpaid.

4. Money received from the sale of Nevada Reports,excluding any money collected for postage and handling, must be deposited inthe State General Fund. Money received from the sale of all other publicationsenumerated in subsection 1 and any money collected for postage and handlingrelated to the sale of Nevada Reports must be deposited in the LegislativeFund.

NRS 345.060 Mailinglists for publications; deletion of names unless retention requested; notices;exception.

1. As used in this section, unless the contextotherwise requires:

(a) Publication has the meaning ascribed to it in NRS 378.160.

(b) State agency has the meaning ascribed to it in NRS 378.160.

2. Except as otherwise provided in subsection 3, everystate agency which periodically distributes any publication shall at leastafter every 12 issues, or annually if published more frequently than once amonth, notify the person receiving the publication that his name will bedeleted from the mailing list unless he notifies the state agency within 30days that he wants to remain on the mailing list.

3. This section does not apply if the personsubscribes to and pays a fee for the publication.

BIENNIAL REPORT AND STATISTICAL ABSTRACT

NRS 345.065 Directordefined. As used in NRS 345.065 to 345.120, inclusive, unless the contextotherwise requires, Director means the Director of the Department ofAdministration.

NRS 345.070 Biennialreport: Compilation; publication; contents.

1. The Director shall compile and cause to bepublished the biennial report. The report must include:

(a) The state of the State message delivered by theGovernor at the most recent regular session of the Legislature;

(b) An organizational chart of State Government;

(c) Separate sections describing each state departmentand other selected agencies of the Executive Branch of State Government; and

(d) A description of recent trends in the population,economy and environment of this state.

2. Each section of the biennial report requiredpursuant to paragraph (c) of subsection 1 must include:

(a) The purpose and organizational structure of thedepartment or other agency;

(b) A statement of the objectives attained by or otheraccomplishments of the department or other agency during the current biennium;

(c) Significant legislative or executive actionaffecting the department or other agency; and

(d) A listing of major administrators within thedepartment or other agency.

3. The biennial report may include separate sectionsrelating to any matter of concern to the people of this state, including:

(a) Economic development;

(b) Public safety;

(c) Human resources;

(d) Employment;

(e) Education;

(f) The environment; and

(g) Transportation.

4. Any section included in the report pursuant tosubsection 3 must contain:

(a) A summary of any major issues relating to thematter addressed in that section;

(b) A brief analysis of those issues, includingrelevant background information; and

(c) A description of any proposed courses of action toaddress those issues.

NRS 345.080 Biennialreport: Preparation and use of reports of state agencies. Each state agency that is required by law to prepare andsubmit an annual or biennial report to the Governor or the Legislature shallcomply by preparing one copy of the report in a form prescribed by theDirector, who shall use it in preparing the biennial report.

NRS 345.090 Statisticalabstract: Compilation; publication; contents. TheDirector shall compile and publish a statistical abstract each biennium. The statisticalabstract must contain:

1. Significant statistical information for the currentbiennium with respect to state and local government to the extent theinformation is not provided in the biennial report;

2. Data relating to this state furnished by the FederalGovernment; and

3. Information and data relating to business and theeconomy in this state.

NRS 345.100 Dutiesof Director. The Director shall determine theformat, substance, time of preparation, distribution, cost and all othermatters pertaining to the publication of the biennial report and thestatistical abstract after consultation with the Bureau of Business andEconomic Research of the Nevada System of Higher Education, the Commission on EconomicDevelopment and the State Library and Archives.

NRS 345.110 Chargefor publications. Except as otherwise providedin NRS 345.120, the Director may chargefor each copy of the biennial report or the statistical abstract an amount thatdoes not exceed the approximate cost of its publication.

NRS 345.120 Distributionwithout charge. Each of the documents requiredby NRS 345.070 and 345.090 must be distributed without chargeto:

1. The Governor.

2. Each elected state officer.

3. Each member of the Legislature.

4. Each state department or other agency of theExecutive Branch.

5. The clerk of each city and of each county.

6. The Legislative Counsel Bureau.

7. Each public library in the State.

8. Each library in the Nevada System of HigherEducation.
