HOLIDAYS

NRS 236.015 Legalholidays; closing of state, county and city offices, courts, public schools andNevada System of Higher Education.

1. The following days are declared to be legalholidays for state, county and city governmental offices:

 

January 1 (New YearsDay)

Martin LutherKing, Jr.s birthday is on January 15 but is to be observed on the third Mondayin January

Washingtonsbirthday is on February 22 but is to be observed on the third Monday inFebruary

Last Monday in May(Memorial Day)

July 4 (IndependenceDay)

First Monday inSeptember (Labor Day)

Nevada Day isOctober 31 but is to be observed on the last Friday in October

November 11(Veterans Day)

Fourth Thursday inNovember (Thanksgiving Day)

Friday followingthe fourth Thursday in November (Family Day)

December 25(Christmas Day)

Any day that maybe appointed by the President of the United States for public fast,thanksgiving or as a legal holiday except for any Presidential appointment ofthe fourth Monday in October as Veterans Day.

 

2. Except as otherwise provided by NRS 293.560 and 293C.527, all state, county and cityoffices, courts, public schools and the Nevada System of Higher Education mustclose on the legal holidays enumerated in subsection 1 unless in the case ofappointed holidays all or a part thereof are specifically exempted.

3. If January 1, July 4, November 11 or December 25falls upon a:

(a) Sunday, the Monday following must be observed as alegal holiday.

(b) Saturday, the Friday preceding must be observed asa legal holiday.

DAYS OF OBSERVANCE

NRS 236.018 ArborDay.

1. The last Friday in April of each year isestablished as Arbor Day in the State of Nevada.

2. The Governor shall proclaim the same at least 1month prior thereto, setting forth in his proclamation a recommendation thatArbor Day be observed by the people of this state in the planting of trees,shrubs and vines, in the promotion of forest growth and culture, in theadornment of public and private grounds, places and ways, and in such otherefforts and undertakings as shall be in harmony with the character of ArborDay.

3. Arbor Day shall be observed with appropriateexercises by the public schools of this state.

NRS 236.020 MothersDay. The Governor of this state is authorizedand requested to issue annually a proclamation calling upon the state officialsto display the United States flag on all state and school buildings, and thepeople of the State to display the flag at their homes, lodges, churches andplaces of business, and other suitable places, on the 2nd Sunday in May, knownas Mothers Day, founded by Anna Jarvis of Philadelphia, as a publicexpression of love and reverence for the mothers of our state and other womenserving it, and as an inspiration for better homes and closer ties between thehome and the State.

NRS 236.025 ColumbusDay. The Governor of this state is authorizedand requested to issue annually a proclamation designating the second Monday inOctober as Columbus Day in commemoration of the arrival of Cristoforo Columboin the New World.

NRS 236.030 LawDay U.S.A.

1. May 1 of each year shall be designated as Law DayU.S.A.

2. It is not the purpose of this section to declare alegal holiday, but a day to declare solemn allegiance to the principles ofdemocracy and respect for law.

NRS 236.035 ConstitutionWeek and Constitution Day.

1. The Governor may annually proclaim the third weekin September to be Constitution Week and September 17 to be ConstitutionDay to commemorate the historical contributions that the United StatesConstitution has made to citizens and its significance in preserving theindividual freedoms, liberties and common welfare of the people who live in theUnited States of America.

2. The proclamation may:

(a) Call upon the news media, educators, state andlocal officers, professional, business and labor leaders, and others inpositions of authority or influence to bring to the attention of the citizensof this state the importance of the United States Constitution in shaping andarticulating the basic values that underlie the unique character of Americancivilization and culture, based on the belief that sovereignty emanates fromthe people who comprise a society and that governmental authority is based uponthe consent of the governed;

(b) Encourage elected and appointed officers andemployees at all levels of government and in all public and educationalinstitutions to develop new programs and new ideas by which the citizens ofthis state and nation can:

(1) Better understand and improve theeffectiveness of all branches of government established within the Americanconstitutional system; and

(2) Increase the extent and quality of theirparticipation in the development of public policy and the improvement of theoperation of government at all levels;

(c) Encourage citizens of this state to assist electedand appointed officers and employees at all levels of government, and in allpublic and educational institutions, to develop new programs and new ideas toincrease the extent and quality of the participation of the citizens of thisstate in the development of public policy and the improvement of the operationof government at all levels;

(d) Direct interested citizens and appropriate officersand agencies to develop recommendations by which federal, state and localpolicies for the preservation of historical records can be formulated and putinto effect, so that the cultural and informational resources that areessential to a constitutional form of government are preserved and made accessibleto present and future generations of citizens;

(e) Remind all citizens that the preservation of theAmerican constitutional form of government, and the freedom and libertyguaranteed by the United States Constitution, are based upon the responsibilityof each citizen to uphold and defend the Constitution; and

(f) Request all citizens to submit any information theymay have concerning a program, activity, event, proposal or any other action toincrease the extent and quality of participation of citizens in the:

(1) Development of public policy; and

(2) Improvement of the operation of governmentat all levels,

to therepository created pursuant to NRS 378.400.

NRS 236.040 NevadaAll-Indian Stampede Days and Native American Day. TheGovernor of this state is authorized and requested to issue annually aproclamation designating the:

1. Third week of July as Nevada All-Indian Stampede Daysto be celebrated in Fallon, Nevada; and

2. Fourth Friday of September as Native American Day,

incommemoration of the Indian people and their efforts to maintain their culture,customs and traditions and in recognition of the many contributions of NativeAmericans to the economic and cultural heritage of all residents of the UnitedStates.

NRS 236.045 PearlHarbor Remembrance Day.

1. December 7 of each year is designated as PearlHarbor Remembrance Day to commemorate all the brave and heroic persons whoserved in the Armed Forces of the United States and defended their countryagainst the Japanese attack on Pearl Harbor on December 7, 1941.

2. The Governor shall issue annually a proclamation encouragingthe observance of Pearl Harbor Remembrance Day by calling upon state officersto display the United States flag at half-mast at all state buildings and theresidents of this state to display the flag at half-mast at their homes andother suitable places, in honor of the persons who sacrificed their lives indefending their country on December 7, 1941.

NRS 236.050 NevadaMineral Industry Week.

1. The Governor shall annually proclaim the first weekin June to be Nevada Mineral Industry Week to commemorate the important role ofmining in the history and economy of the State.

2. The proclamation shall call upon news media,educators and state officials to bring to the attention of Nevadas citizensthe history of mining in the State and the role it plays in the development ofthe culture and economy of its people.

NRS 236.055 TartanDay.

1. The Governor shall annually proclaim April 6 to beTartan Day in Nevada to commemorate the contributions that Scots andScots-Americans have made to the history and development of the United States.

2. The proclamation must call upon news media,educators and state officers to bring to the attention of Nevadas residentsthe important contributions the Scots and Scots-Americans have made to theState of Nevada and the United States.

NRS 236.065 OsteoporosisPrevention and Awareness Week.

1. The Governor shall annually proclaim the week thatbegins with Mothers Day to be Osteoporosis Prevention and Awareness Week inthe State of Nevada.

2. The proclamation must call upon news media,educators, health care providers and appropriate governmental officers to:

(a) Bring to the attention of Nevadas residentsfactual information regarding the early diagnosis and treatment ofosteoporosis; and

(b) Emphasize the potential for the prevention of thedisease.
