An officer who issues a fee-bill that contains any illegal or improper item or item for services not rendered, or that omits the name of any of the parties legally chargeable therewith or that issues for a fee against any person not legally chargeable with the same, or that has been paid, or does not strictly comport in every particular with the laws in respect to fee-bills, shall be liable to an action at the suit of any person upon whose property a distraint is made by virtue of such fee-bill. No officer issuing such fee-bill shall, in defense of such action, justify under the fee-bill. In such action the finding of the jury shall not be less than three (3) times the amount of the fee-bill. Effective: October 1, 1942 History: Recodified 1942 Ky.
