(1) (2) Any person who operates as a U-Drive-It and rents vehicles for less than sixty (60) days shall obtain a U-Drive-It permit prior to beginning operations. Any person who operates as a U-Drive-It and rents or leases vehicles for sixty (60) days or more may obtain a U-Drive-It permit. For any person seeking a U-Drive-It permit who is subject to a hearing to be held by the department upon his application pursuant to KRS 281.625, the question for determination shall be the fitness, willingness, and ability of the applicant, and whether the operation proposed is bona fide.
