Every grain warehouseman shall, before receiving any grain for storage and also within the first week of every January and July, publish his rates of storage and charges for receipts and deliveries by posting them in his office and in the rooms of the board of trade, if there is any in the county. No grain warehouseman shall increase such rates or charges during the time intervening between publications, and no change of rates or charges apply to grain previously received in the warehouse.
