164.450 Secretary -- Duties and compensation. The secretary of each board of regents shall keep and prepare all records, books and <br>papers belonging to the board. He shall keep a journal of the proceedings of the board in <br>which, if requested by any member of the board, the &quot;yeas&quot; and &quot;nays&quot; on all questions <br>shall be entered. He shall prepare, under the direction of the board, all reports and <br>estimates, and shall execute all matters belonging to his office. His compensation shall be <br>fixed by the board.
