The University of Kentucky, a state educational institution of higher learning which has <br>an established printing plant therein and which is engaged in the publication of scholarly <br>works as a related educational activity, may engage in the usual activities related to <br>editing and publishing such scholarly works, including the printing thereof, for persons, <br>or entities, engaged in any phase of higher education or related activities.
