164.033 Local P-16 councils.

(1) Effective August 1, 2002, the Council on Postsecondary Education shall administer a competitive grant program to enable the establishment of local P-16 councils. A <br>P-16 council may be called a council of partners. The Council on Postsecondary <br>Education and the Kentucky Board of Education shall jointly establish the criteria <br>for participation in the grant program and the amount of funds available to each <br>local P-16 council based on funds appropriated for this purpose. A postsecondary <br>education institution shall assume the leadership role for managing a local P-16 <br>council grant. (2) A local P-16 council shall promote the preparation and development of teachers, the alignment of competency standards, and the elimination of barriers that impede <br>student transition from preschool through baccalaureate programs. (3) Each local P-16 council shall provide an annual written report of its activities and recommendations to its members and the institutions they represent, the Kentucky <br>Board of Education, the Council on Postsecondary Education, and the Education <br>Professional Standards Board.
