83.440 Legislative branch -- Board of aldermen. The legislative power of each city of the first class is vested in a legislative body of <br>twelve (12) members, known as the board of aldermen. Members of the board of <br>aldermen shall be elected by the voters of the city at large in such a way that one (1) <br>member shall be a resident of each ward of the city. Representation on the board of <br>aldermen shall be equal and uniform, and for this purpose the board of aldermen shall lay <br>off the city into twelve (12) wards, as nearly equal as practicable in population, as <br>ascertained by the most recent federal census.
