313.100 Grounds for refusal of license. The board may refuse to issue a license for the presentation to it of any diploma, license or certificate illegally or fraudulently obtained, or one obtained from an institution that is not reputable, or an unrecognized or irregular institution or state board, or for the practice of any fraud or deception, cheating during examination or failure to meet the required standard of proficiency or percentage for examinations fixed by the board.
