36.410 Functions of the Division of Air Transport -- Authority for administrative regulations. (1) The functions of the Division of Air Transport shall be to: (a)  Manage and operate the Capital City Airport; (b)  Oversee the maintenance and care of all state aircraft; (c)  Control the scheduling and operational use of state aircraft, including air charters; and (d)  Collect from using agencies and officers the costs of operating state aircraft, including air charters. (2) Subject to the approval of the Adjutant General and in accordance with applicable state and federal statutes and regulations, the division shall promulgate administrative regulations under KRS Chapter 13A to: (a)  Establish user fees to be paid by users of the services and facilities of the Capital City Airport for charges including, but not limited to, hangar fees, tie- down fees, fuel, and aircraft supplies; and (b)  Establish fees for the usage of state aircraft.
