This Act shall be known and cited as the “Guam Humanitarian Service Award Program.” § 902. Creation. There is created within the Office of the Governor of Guam, the Guam Humanitarian Service Award (Award), to be given to individuals who actively participated in the accomplishment of missions or task(s) to protect life or property during or in the aftermath of a natural or man-made disaster, public health emergency, or civil unrest. § 903. Award Frequency and Limitations. The Governor may accept nominations for the Award commencing sixty (60) days after the declaration of a natural or man-made disaster, public health emergency, or civil unrest. Nominations for the Award may be submitted by any person; provided that, no person may nominate themselves. § 904. Eligibility Criteria. A nominee is eligible for the Award if they have personified the spirit of humanitarian commitment and compassion, and impartially provided services to assist those in need or distress during or in the aftermath or a natural or man-made disaster, public health emergency, or civil unrest; and 1 COL10/29/2021 1 GCA GENERAL PROVISIONS CH. 9 GUAM HUMANITARIAN SERVICE AWARD PROGRAM (a) the individual directly participated, for at least five (5) days, in a humanitarian act for an individual or group of individuals; or (b) the individual suffered from an injury, related illness, or death while performing their duty. § 905. Selection Procedures. (a) The Governor shall appoint his or her staff members to serve on a committee to review nomination packets to ensure eligibility criteria and disaster or emergency event guidelines have been met. (b) A review panel of no less than three (3) individuals appointed by the Governor shall convene, within thirty (30) working days upon receipt of the nomination packets, to verify the authenticity and merit of the disaster or emergency event and validate nominations. (c) Upon verification and validation of a disaster or emergency event and nomination, the Governor may approve the nomination and convey the Award to the recipient in the order and fashion the Governor deems appropriate. § 906. Type of Award. (a) Certificate. A Certificate of Award shall indicate the following information, including, but not limited to: the name of the Award recipient, the disaster or emergency event he or she participated in, the date of their participation, and the date the Award was issued. (b) Military (Active, Reserve, National Guard). The Governor may cause to design a ribbon that a military member can wear on their uniform while on Guam. This ribbon, along with the certificate, shall be presented to the recipient by the Governor or his or her designee. (c) Government of Guam Uniformed Personnel. The Governor may cause to design a ribbon that a uniformed officer shall wear on their Class A and Class B uniforms. This ribbon, along with certificate, shall be presented to the recipient by the Governor or his or her designee. 2 COL10/29/2021 1 GCA GENERAL PROVISIONS CH. 9 GUAM HUMANITARIAN SERVICE AWARD PROGRAM (d) Non-uniformed Government of Guam Personnel and Non-Government of Guam Civilians. The Governor may cause to design a lapel pin that the recipient can wear at any time. This lapel pin, along with the certificate, shall be presented to the recipient by the Governor or his or her designee. § 907. Record of Recognition. Thirty (30) working days after the end of each calendar year, the Governor shall submit a list of all the individuals who received the Award in said calendar year to I Liheslaturan Guåhan to be appended to the Legislative Journal. ---------- 3 COL10/29/2021
