OPINIONS OF THE ATTORNEY GENERAL
Participation by legislative officers in regional education board's functions constitutional.
- Since the functions of the Southern Regional Education Board are now in fact essentially information gathering and advisory, performed with a view toward assisting the several states in their separate educational planning services, participation by legislative officers in those functions does not involve any constitutional violation. 1975 Op. Board of regents may construct buildings without advertising for bids when no federal funds are involved. 1945-47 Op. Att'y Gen. p. 227.
If the board advertises for bids, the board should not prevent any contractor from bidding, although the board may reserve the right to reject bids from persons not qualified to do the work. 1945-47 Op. Att'y Gen. p. 227.
Board has authority to collect traffic fines in regulation of the board's institutions and students therein. 1970 Op. Att'y Gen. No. 70-69.
