MOTION FOR EMERGENCY RELIEF DENIED; PETITION FOR WRIT OF MANDAMUS DENIED

On November 19, 2003, relator Morris J. Kirschberg filed a petition for writ of mandamus, alleging the trial court abused its discretion by failing to stay his disciplinary suspension pending appeal.
