A case management conference was scheduled to begin at 10:00 a.m. on July 1, 2004, to consider Plaintiff's appeal. Plaintiff failed to appear for the scheduled hearing. In a letter dated July 6, 2004, Plaintiff was given until July 19, 2004, to provide the court with an explanation of the failure to appear and to indicate if he wished to continue the appeal.
