A case management conference was scheduled on February 26, 2003, to consider Plaintiff s appeal. On January 27, 2003, notice of the case management conference was sent to Plaintiff at 421 Warner Street, Oregon City, Oregon 97045, which was the address Plaintiff provided to the court. On February 27, 2003, the court sent Plaintiff an Order, which explained the importance of diligently pursuing an appeal. The Order advised that if Plaintiff did not provide a written explanation by March 13, 2003, for his failure to appear, the court would dismiss the appeal.
