FITZGERALD, P.J. (concurring).
The majority opinion is legally sound and, therefore, I reluctantly concur. My reluctance
is based on my concern that random LEIN (Law Enforcement Information Network) checks on
license plates will have the unintended result of lawful drivers being subject to unwarranted
traffic stops and searches.
