See Fed. R. Civ. P. 12(b)(6); Kulkay v. Roy, 847 F.3d 637, 641, 643 (8th Cir. 2017) (reviewing the failure to state a claim de novo and noting that “deliberate indifference” requires more than “negligence or inadvertence”); see also Christy v. Miulli, 692 N.W.2d 694, 702 (Iowa 2005) (explaining that equitable estoppel requires “misrepresentation or concealment”). We accordingly affirm the judgment of the district court. See 8th Cir.
