Communities can therefore regulate the so-called “secondary effects” of sexually oriented businesses (or “SOBs”), like crime and blight, without running afoul of the First Amendment. The City of Dallas passed Ordinance No. 32125 in 2022. The Ordinance requires licensed SOBs, such as cabarets, escort agencies, and adult video stores, to close between 2:00 a.m. and 6:00 a.m..
