UNPUBLISHED UNITED STATES COURT OF APPEALS FOR THE FOURTH CIRCUIT No. 22-1206 JOHN FRANCIS CURRAN, III, Plaintiff - Appellant, v. UNITED STATES OF AMERICA; TAMMY R. TITCHENELL, Defendants - Appellees. Appeal from the United States District Court for the Northern District of West Virginia, at Clarksburg. John Preston Bailey, District Judge. (1:20-cv-00262-JPB-JPM) Submitted: August 29, 2023 Decided: September 18, 2023 Before KING and HARRIS, Circuit Judges, and MOTZ, Senior Circuit Judge. Affirmed by unpublished per curiam opinion. John F. Curran, III, Appellant Pro Se. Unpublished opinions are not binding precedent in this circuit. PER CURIAM: John Francis Curran, III, appeals the district court’s orders dismissing his civil complaints filed under the Federal Tort Claims Act and Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971), and denying reconsideration. We have reviewed the record and find no reversible error. Accordingly, we affirm the district court’s orders. See Curran v. United States, No. 1:20-cv-00262-JPB-JPM (N.D. W. Va. Feb. 8, 2022; Jan. 14, 2022); see also Christopher v. Harbury, 536 U.S. 403, 41421 (2002) (plaintiff must identify nonfrivolous, arguable underlying claim to state a claim for denial of access to court). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
