No. 115-391, 132 Stat. 5194, and denying reconsideration. We have reviewed the record and find no reversible error. Accordingly, we affirm the district court’s orders. See United States v. Foster, No. 4:07-cr-00112-RGD-FBS-4 (E.D. Va. Oct. 3, 2019; Sept. 19, 2019). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
