We have reviewed the record and find that this appeal is frivolous. Accordingly, we dismiss the appeal for the reasons stated by the district court. Grant v. Joint Chiefs of Staff, No. 1:19-cv-00013-JPJPMS (W.D. Va. Apr. 3, 2019).
