Decided: May 16, 2019 PER CURIAM: Phillip O’Briant appeals the district court’s orders dismissing his petition for a writ of mandamus and denying his motions for reconsideration. We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court. See O’Briant v. Howard Cty. Office of Human Rights, No. 1:18-cv-02729-TDC (D. Md. Nov. 13, 2018; filed Sept. 26, 2018, entered Sept. 27, 2018). We grant O’Briant leave to proceed in forma pauperis. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
